According to Qin Yuyun, director of the Grain Reserve Department of the State Grain and Material Reserve Bureau, based on all aspects, the summer grain and oil production situation is better, and it is expected to obtain a good harvest. It is expected that the output will remain at a high level; Wheat purchases are about 140 billion catties, early indica rice is about 20 billion catties, and rapeseed is about 2.4 million tons. At present, there is more than enough balance between wheat production and demand, rice production is greater than demand, coupled with ample policy stocks, the overall supply is loose. In this context, the purchase price is mainly stable. It is expected that the price of common varieties will fluctuate around the minimum purchase price level, and some regions are more likely to initiate the minimum purchase price to execute the plan. As grain stocks in key production areas are at a high level, and some cities and counties have tight storage capacity, the problem of insufficient storage capacity in individual cities and counties is more prominent. 

Qin Yuyun introduced that, in response to the actual situation of tight storage capacity in some provinces, some countermeasures have been taken. The first is to increase policy grain sales and tilt to key provinces in grain source arrangements. Since this year, wheat and rice have accumulated a turnover of 18 billion catties, which is 3.4 times the same period last year. The second is to increase the maintenance and transformation of warehouses, coordinate the rotation of grain reserves, and speed up the progress of warehouse storage. The third is to further explore the status of social storage capacity and fully tap the potential. Relevant departments are also studying measures such as policy-oriented grain removal and consolidation. At the same time, various localities have actively established a platform for bank-enterprise docking, and many provinces have established grain purchase loan credit guarantee funds to achieve "money and other grains"; organized business training for front-line personnel such as quality inspection, measurement, statistics, and storage; Prepare instruments and equipment such as measurement and inspection to ensure the needs of the acquisition. The preparations for the acquisition of Xialiang are basically ready.

      Qin Yuyun pointed out that at present, wheat and rapeseed have been sporadic on the market, and the purchase of summer grain has been launched one after another. The National Grain and Material Reserve Bureau will work with other departments to guide localities to actively create conditions for grain market acquisition, strengthen agricultural enterprise docking, strengthen capital guarantees, deepen production and marketing cooperation, support and guide multiple entities to enter the market, activate market circulation, and promote the formation of entities A new market-based acquisition pattern of diversification, diversified channels, and excellent food and prices. On the other hand, strictly implement the minimum purchase price policy, rationally set up purchase outlets, accurately launch plans, strictly implement quality price standards, play a supporting role in policy acquisitions, and firmly adhere to the bottom line of farmers' “growing grains for sale”. 

Qin Yuyun said that all localities should strengthen their feelings of service to agriculture, establish a sense of service to enterprises, constantly innovate ways and methods, and strive to improve the service level, so that farmers can sell grain comfortably, so that enterprises can receive grain smoothly. Actively use the food post-production service system to promote the upgrading of food, etc., to help farmers sell a good price. Actively adopt methods such as order acquisition, appointment acquisition, green channel, and cross-peak acquisition to minimize the queue time of farmers, and encourage qualified places to carry out acquisition "waiting room" services. Actively expand the functions of mobile phone client and WeChat applet, continue to promote "Internet + acquisition", and improve the level of self-service and convenience of grain purchase and sale. Actively play the role of the grain market monitoring and early warning system, closely follow the market situation, and timely release relevant information to provide information services for enterprise operations and farmers' grain sales. At the same time, strengthen supervision and inspection of acquisition activities, play the role of the 12325 national grain supervision hotline, seriously investigate and punish all kinds of violations of laws and regulations, and effectively maintain the order of the acquisition market.
